Terms and Conditions of Service HLH Express


These Terms and Conditions constitute a legally binding agreement between HLH Express and the Shipper. The Terms are published from time to time in printed form and electronically on the HLH Express website and mobile application.

By tendering a shipment to HLH Express for service, the Shipper agrees, on behalf of themselves, the receiver, and any other party with an interest in the shipment, that the version of these Terms and Conditions in effect at the time of shipment shall govern the shipment and its carriage.

All parties are encouraged to read and understand these Terms and Conditions.

1. Items Handled & Restrictions on Service

The Shipper agrees to indemnify, defend, and hold harmless HLH Express and its affiliates, officers, directors, employees, and agents from all claims, losses, damages, liabilities, costs, and expenses arising out of or relating to any shipment that violates applicable laws or regulations.

HLH Express will not accept any shipment containing items that are prohibited by applicable laws or regulations. The Shipper is solely responsible for ensuring that each shipment complies with all applicable local laws and regulations.

2. Right of Inspection

HLH Express reserves the right, but is not obligated, to open and inspect any shipment tendered for delivery, at its sole discretion.

3. Packaging

The Shipper is responsible for ensuring that each shipment is properly packaged and that its contents are adequately and securely packed, wrapped, and cushioned for transportation.

Acceptance of a shipment by HLH Express does not constitute confirmation that the shipment has been properly packaged.

HLH Express does not provide special handling for shipments marked “Fragile.”

4. Rates

HLH Express rates are determined based on shipment and shipper characteristics, including weight and dimensions.

The chargeable weight used to calculate service fees shall be the greater of the actual weight or the dimensional (volumetric) weight.

5. Claims

All claims against HLH Express arising from or related to its services, including claims for loss, damage, refund, credit, or any other legal or equitable relief, shall be deemed waived unless the claimant fully complies with all notice and claim requirements set forth in these Terms and Conditions.

Customers must pay all charges in full and may not reduce or offset any amount owed to HLH Express by the value of any pending claim. 

All claims for loss of or damage to a shipment must be submitted in writing or electronically and must include the shipment reference number, pickup record (if any), date of shipment, and supporting documents sufficient to identify the shipment and declared value.

As a condition to any recovery, all claims for loss or damage must be reported and filed with HLH Express within twenty-four (24) hours after delivery or after the shipment is confirmed as lost and the customer is notified by HLH Express, whether through HLH Express’s application or by other official communication, whichever occurs first.

5.1 Loss or Damage

HLH Express’s liability for any loss or damage to the shipment shall be limited to five (5) times the shipping fee, regardless of the value of the goods.

6. Exclusions from Liability

Notwithstanding Section 5.1, HLH Express shall not be liable or responsible for any loss, damage, delay, or failure arising from:


   loss or damage to items of unusual, special, or extraordinary value;

   loss or damage caused by insects, moths, vermin, inherent defects, deterioration, atmospheric conditions, extremes of temperature, or ordinary wear and tear;

   loss or damage that occurred before HLH Express takes possession of the shipment or after delivery is completed;

   loss or damage resulting from improper, inadequate, or unsafe packaging that is insufficient to protect the shipment during normal handling and transportation;

   loss or damage to perishable goods caused by their perishable nature or exposure to heat or cold;

   loss or damage to fluorescent tubes or bulbs;

   loss of, damage to, or inability to retrieve data or information stored on any media, including personal, health, or financial information;

   loss or damage caused by force majeure events, including but not limited to natural disasters, war, terrorism, nuclear incidents, acts of public authorities, customs actions, security regulations, riots, strikes, civil unrest, transportation network disruptions, or communication/system failures;

   any shipment for which HLH Express has no scan record or system evidence confirming acceptance from the shipper;

   any shipment containing prohibited, restricted, or unacceptable items, or items that HLH Express is not authorized to carry or has the right to refuse.

In addition to these Terms and Conditions or any written agreement on the receipt, HLH Express shall not be bound by any other agreement or legal obligation unless expressly approved in writing by an authorized representative of HLH Express.
