Services

At HLH Express, we provide both Domestic and International Shipping. Domestic shipping includes Local Shipping, Provincial Shipping, Value Added Service, and Fright Shipping. International shipping Includes Oversea Shipping, Value Added Service, Extra Charges, and Assisted Buying Service.

Once our customers have an item that they desire to purchase, they can pay for that item and have it shipped to one of our three international warehouses in the USA, China, and Thailand. Once the item is in our local warehouse, we will contact our customers before the final delivery is made along with the COD.

The way Assisted Buying Service works is simple. The customers simply let us know what they want to buy by sharing the link to the product with us. Our customer service reps will tally the total cost and ask our customers to pay the product fees. Once paid, we will purchase the product and get it delivered to one of our three international warehouses in the USA, China, or Thailand. Our international warehouse will transfer the product to our local warehouse, where it will be prep and scheduled for delivery. Once delivered, our customers will simply need to pay the delivery fee before receiving their package.

HLH Express only accepts packages from the USA, China, and Thailand. We do not yet ship out internationally.

For packages that are shipped from abroad, customers do not need to pay the shipping fee until it has been delivered to the customer here in Cambodia. However, if a customer does not reside in Phnom Penh and lives in the province where an HLH Express branch does not exist yet, the customer will be contacted and asked to pay the shipping fee first. Once the customer has paid the shipping fee, HLH Express will send the package to the province with another delivery company. For local delivery services, the customer that places the pickup orders must pay the delivery fee first. HLH Express mainly assists customers buying from Amazon in the U.S, Taobao in China, and Lazada in Thailand.

Packages can be insured, but customers must inform us beforehand of the type of commodity, and the exact value of the commodity. Our insurance charges 5% of the total value of the commodity, and the total value of the commodity must not exceed $2000 in value. We can only insure packages that have a value of $2000 or under. If a package that has been insured by us arrives damaged or is missing, we will conduct an investigation and confirm whether we are at fault or if there are other variables. If HLH Express is at fault for the damages or losses, we will fully compensate the customer.

If a customer’s package is damaged or lost, and it was not insured by HLH Express, the customer will still receive compensation. HLH Express will conduct an investigation and determine who is responsible for the damages or losses. In most cases, customers will receive compensation according to the shipping fee. The compensation is calculated based on the shipping fee multiplied by 5x.

Currently, we have four operating Service Points in Phnom Penh. Our goal in 2022 is to open service points in all 25 provinces.

For international shipping, it takes 20-30 days to ship from China, 2-3 days to ship from Thailand, and 5-15 days to ship from the U.S. Please note these are all estimations, and shipping delays could occur. These estimations are after the packages have been received by our international warehouses.

For local shipping, it depends on what time the packages are received. If the customer’s package was received before 11 am, it will be delivered the same day in the afternoon. If the customer’s package was received in the afternoon and before 4:30 pm, it may be delivered the same day in the evening or the next morning.

If customers are not sure and suspect that their goods are considered to be dangerous or sensitive, please contact HLH Express customer service beforehand for more information or confirmation.

Please immediately contact our customer service in order to inform us of your request to change the delivery address. In most cases, if the customer contacts within a day or two, the operations team will still be able to change the delivery address. However, if the customer contacts HLH Express later than that time period, it will be difficult to alter the delivery address, as it may already be delivered or received by the receiver.
